The Bihar Bhumi Portal, launched by the Government of Bihar under the Department of Revenue and Land Reforms, is a digital platform aimed at revolutionising land-related services. As part of the National Land Records Modernisation Programme (NLRMP), the portal provides easy online access to land records, reducing dependency on physical visits to government offices and promoting transparency.

What Is Bihar Bhumi Portal?

Accessible at biharbhumi.bihar.gov.in, the Bihar Bhumi Portal digitises essential land documents such as Jamabandi (Record of Rights), Khasra/Khatauni (land details), and Bhumi Naksha (land maps). It also facilitates online services like mutation applications, land possession certificates, and land tax payments. The initiative supports the Digital India mission by offering user-friendly, efficient, and transparent land record management.

The Bihar Bhumi Portal aims to ensure transparency to curb disputes and fraud, enhance convenience by offering services online, improve efficiency through the digitisation of manual processes, and strengthen e-governance across land administration.

Services Offered Through Bihar Bhumi Portal 

The Bihar Bhumi Portal offers a range of services including:

- Apna Khata: View land records.
- Bhumi Naksha: Access land maps digitally.
- Dakhil Kharij: Apply for online mutation.
- Land Possession Certificate (LPC): Request proof of land ownership.
- Online Lagan: Pay land taxes online.
- Jamabandi Panji and Register 2: View and download certified copies of land rights.
- Minimum Value Register (MVR): Estimate property values for registration.

Bihar Bhumi Scandal 

The Bihar Bhumi (land) scandal involves fraudulent land transfers, record manipulation, and the creation of fake documents in Bihar. A major scam centres on the 2.53-acre Ramnagar Estate property in Chhapra’s Bhagwan Bazaar. Forged documents enabled several individuals to build 10–15 houses and shops on the land. Some shop owners claim responsibility for the construction, while others credit the late Raja Manmohan Vikram Shah (Ram Raja). Despite encroachment, nearly one bigha of land remains vacant. The estate includes an old court building, and forged documents are being created for it.

The land, transferred to Panchseeta Maharani in 1943, remains registered under her descendants. Estate manager Vashishtha Tiwari confirmed regular land revenue payments. Following a District Magistrate's order, an investigation revealed involvement from lawyers, doctors, local leaders, and land mafias. Digitisation efforts are underway to prevent further fraud, with Registrar Gopesh Chaudhary overseeing the process.
