The Bihar Education Department has announced that male teachers in government schools will be transferred based on the distance of their current posting, after analysing district-wise student-teacher ratios, school vacancies, and the availability of substitute teachers. The department clarified that mutual transfers are optional and not mandatory.

Teachers who continue to face issues regarding their postings can now submit complaints online via the e-Shikshakosh portal. These grievances will be reviewed individually by the District Establishment Committee for appropriate resolution.

According to the department, 2,16,732 school teachers were appointed under TRE-One and TRE-Two through the Bihar Public Service Commission (BPSC) in November 2023 and January 2024. The school allocations were made using software-based randomisation across districts. Of these, 1,73,076 teachers have reported to their assigned schools.

Many newly appointed teachers were not assigned to the schools or districts of their choice, leading to a surge in transfer requests. On November 21, 2024, the department invited online transfer applications under seven compassionate grounds, including:

1. Incurable illness (self/spouse/child – including various cancers)

2. Serious illness (self/spouse/child – kidney, heart, or liver diseases)

3. Disability-based self-appointment

4. Autism or mental disability (self/spouse/child)

5. Widowhood or desertion

6. Spouse’s government posting

7. Long distance from current posting

Around 1.90 lakh teachers applied under these categories. In the first phase, inter-district transfers were processed at the state level, while intra-district school allocations were handled by respective district authorities.

However, some teachers have reported not receiving any of their 10 preferred options. In response, the department has enabled an online complaint mechanism on the e-Shikshakosh portal, where affected teachers can submit their grievances for further review.

The department reiterated that all establishment-related matters will be placed before the District Establishment Committee for resolution.
