The Centre has set a target of installing rooftop solar systems in one crore homes by March 2027 under the PM Surya Ghar Yojana. In the first phase, Muzaffarpur, Nalanda and Patna have been chosen from Bihar for fast-track implementation under the City Accelerator Programme (CAP). A total of 100 cities across the country will be covered in this initial rollout.
Aditya Pratap Singh, Director in the Ministry of New and Renewable Energy, has issued letters to the District Magistrates of the three districts, informing them about the appointment of consultants to speed up implementation.
Vikas Kumar (Muzaffarpur), A Gopal (Nalanda) and Ritesh Kumar (Patna) have been appointed as City Consultants, while Prabhat Lakhera has been named the State Coordinator.
The PM Surya Ghar Yojana aims to provide households with free electricity while enabling them to generate surplus power and earn a profit. The scheme, launched by Prime Minister Narendra Modi, allows households to generate up to 300 units of electricity monthly through rooftop solar systems.

Under the CAP, rooftop solar adoption in cities is expected to be accelerated. The Director’s letter states that the programme will be implemented more effectively with the support of City Consultants, who will offer technical assistance to local bodies and power companies, as well as help with awareness campaigns and monitoring.
