A four-member delegation from Bihar is set to visit the Uttar Pradesh Expressway Industrial Development Authority (UPEIDA) on May 28, to study its operational framework and financial management. The visit aims to explore the possibility of establishing a similar institution in Bihar for the construction of expressways.
The team, led by Shirsat Kapil Ashok, Managing Director of Bihar State Road Development Corporation Limited (BSRDCL), includes Manish Kumar, Joint Budget Controller from the Finance Department, and Mobashir Nayyar and Abdul Matin Akhtar from KPMG India.

Bihar currently does not have a single expressway, while Uttar Pradesh leads the country in expressway infrastructure. Over the past eight years, UP has significantly expanded its road network to boost industrial development.
Presently, six expressways are operational in the state, with construction underway on six more. Additionally, UPEIDA has proposed nine new expressway projects, which will bring the total expressway length in the state to 4,374 km once completed.
During the visit, the Bihar delegation will examine various aspects of UPEIDA's functioning, including land acquisition, coordination with departments for No Objection Certificates (NOCs), and funding models. The insights gathered will help the Bihar government formulate a strategy for expressway development in the state.
