The Bihar government has relaxed setback norms for commercial buildings across the state, allowing large commercial structures to be constructed even on smaller plots of land. The move is aimed at maximising land utilisation and accelerating urban development.

The decision was taken during a departmental review meeting chaired by Deputy Chief Minister and Urban Development and Housing Minister Vijay Kumar Sinha on Wednesday. The Urban Development and Housing Department has also formulated a new policy in this regard.

Under the revised norms, 60 to 70 per cent of a plot’s area can now be used for commercial construction in cities across Bihar. Earlier, construction was permitted on only up to 40 per cent of the land, leaving more than half of the plot vacant. With the relaxation, commercial buildings will now be able to occupy nearly two-thirds of the available land.

Vijay Kumar Sinha said the move would enable landowners to make optimum use of their plots for commercial purposes. He added that the decision is part of the government’s initiative aimed at promoting “respect for all and ease of living”.

The policy is expected to give a significant boost to urban development, investment and business activity in the state. The real estate and construction sectors are likely to benefit the most, as the relaxed norms will facilitate faster development of factories, offices, showrooms, shopping malls, hotels and other commercial establishments.

Officials said the change would not only improve land use efficiency but also enhance the cost-effectiveness of commercial projects, encouraging greater participation from developers.
