In a pioneering move towards rural sanitation and digital innovation, Lakhwa Gram Panchayat in the Siwan district of Bihar has transformed household waste from a burden into a source of income. Located in the Nautan block, Lakhwa has become the first village in India where household waste is purchased through a mobile application.

The 'Kabaad Mandi' Model

Launched under the Lohia Swachh Bihar Abhiyan (LSBA), this initiative allows villagers to register their waste details on the ‘Kabaad Mandi’ app. Once the information is received, the authorised agency, Asraj Scape Solution Private Limited, visits the household at a scheduled time to weigh the waste and make direct payments based on fixed rates. This system has ensured transparency, simplicity and reliability in waste collection.

Fixed Rates Encouraging Segregation

According to Suman Lal Karn, the State Consultant for Information, Education and Communication (LSBA), the program's success lies in its clear pricing structure, which has encouraged rapid adoption of waste segregation at the household level. The current rates are:

Plastic Bottles: Rs 15 per kg

- Tin: Rs 10 per kg

Large Cardboard: Rs 8 per kg

- Medium Cardboard: Rs 6 per kg

- White Mixed Plastic: Rs 5 per kg

- Small Cardboard: Rs 4 per kg

- Paper: Rs 3 per kg

- Black Plastic: Rs 2 per kg

From Waste To Wealth

Collected waste is transported to Plastic Waste Management Units (PWMU) and Waste Processing Units (WPU) for scientific disposal. The waste is then recycled into durable products such as laptop bags, ladies' purses, diaries, key rings, cupboards, and benches. This process not only protects the environment but also generates local employment.

Statewide Impact

Rural Development and Transport Minister Shravan Kumar highlighted that the state has made significant strides in waste management. Currently, Bihar has established Waste Processing Units in 7,020 Gram Panchayats and Plastic Waste Management Units in 171 locations. By scientifically disposing of thousands of tonnes of single-use plastic, Bihar presents a model of self-reliance and cleanliness that is becoming an inspiration for other states.
