The Muzaffarpur Municipal Corporation has cautioned applicants against negligence in completing formalities for building plan approvals. Officials said that if applicants fail to fulfil all requirements, including payment of the prescribed fees, their applications may be cancelled. In such cases, construction will not be permitted, and any work carried out will be treated as a violation of regulations, inviting action.
According to the corporation, building plans of 85 applicants remain pending solely due to non-payment of fees, even though all other procedures have been completed. The administration said repeated notices have been issued, but applicants have not responded. A final warning has now been sent, stating that the applications will be cancelled if the outstanding amount is not paid within the stipulated time.
Before constructing a house within the municipal or planning area, approval of the building plan is mandatory. The process is available online. As per the rules, applicants must pay 25 per cent of the fee at the time of application. After evaluating the area and height of the proposed building, the corporation determines the remaining fee and issues a payment notice. The plan is approved once the full fee is paid, with the Municipal Commissioner's signature.
Municipal Commissioner Vikram Virkar emphasised that ensuring organised and legal construction in the city is a top priority. “There is a specific procedure to pay the fee once the plan is ready for approval. Landowners who have not yet paid must do so immediately. Action will be taken as per regulations against those who fail to comply,” he said.

Typically, applicants submit a request for construction, following which a municipal team verifies the site and documents. If everything meets standards, applicants are instructed to submit the remaining fee. Approval is granted immediately after payment. It remains to be seen whether the administration will introduce measures to prevent such delays in future.
