Unified Pension Scheme notification: The Union government issued a fresh notification for the Unified Pension Scheme (UPS), a new choice for central government workers already covered under the National Pension System (NPS). The regulations for this program were released on March 19, 2025, and they will take effect on April 1st, 2025. Eligible employees must apply within the allotted time to receive the benefits.

The "Pension Fund Regulatory and Development Authority (Operationalization of Unified Pension Scheme under National Pension System) Regulations, 2025" were introduced by the Pension Fund Regulatory and Development Authority (PFRDA).

Benefits Under Unified Pension Scheme

The recently announced regulations clarify several crucial points, including "admissible payout," which specifies the benefits that an employee or their family will receive under UPS, and "family payout," which addresses the pension benefits that are available to the surviving family members of a deceased employee or retiree. A "default pattern" for the organized distribution of benefits is also specified by the regulations.

Additionally, those in charge of UPS implementation will have to uphold data accuracy, adhere to PFRDA regulations, and promptly report any modifications.

Employees Under NPS

Only central government workers who are currently enrolled in NPS are eligible for the UPS option. This covers current service members, recently hired staff members who have 30 days from the date of hire to make a decision, and retired staff members who were formerly covered by NPS. The legally married spouse of a deceased NPS employee who did not choose UPS will still be able to receive benefits.

What is the deadline for the Unified Pension Scheme?

Workers who want to choose UPS have three months from April 1, 2025, to submit their application. Within 30 days of joining, newly hired staff members must make a decision. The government may extend the application deadline if necessary. However, once an employee chooses UPS, it cannot be changed, so it is crucial to weigh all the options before choosing.

How To Apply For Unified Pension Scheme

Eligible employees must fill out the necessary forms to apply for UPS. Form A1 is intended for recently hired employees, whereas Form A2 is for current employees. Form B2 must be filled out by retired employees, and Form B6 must be filled out by a deceased pensioner's lawfully married spouse.

Employees can apply both online and offline to streamline the application process. While offline applications can be processed by the Drawing and Disbursing Officer (DDO) or the head office of the relevant department, online applications can be submitted via the Central Recordkeeping Agency (CRA) portal.

What will happen to those not migrating to UPS?

An eligible employee will automatically remain under NPS and be unable to transfer to UPS if they do not apply within the allotted time. The government hopes to give central government workers a comprehensive and well-structured pension plan with the launch of the Unified Pension Scheme, guaranteeing their long-term financial stability as well as that of their families.
