Following a Supreme Court order to prevent students from falling victim to stray dog bites, the appointment of nodal officers has commenced in Delhi's schools. On the directive of the Delhi Government's Directorate of Education, the process of appointing nodal officers has begun in schools run by the Delhi Government and the MCD. 

Additionally, a Standard Operating Procedure (SOP) detailing the duties of the nodal officers has also been issued. This includes the scope of work and guidelines for the tasks to be performed by the appointed nodal officers.

The MCD has appointed teachers as nodal officers in schools on a zonal basis, while the government has also appointed nodal officers at the zonal level, and subsequently at the school level. 

The Directorate of Education has also clarified that no order has been issued assigning teachers any special monitoring duties or the responsibility of keeping watch over dogs on the premises. The Directorate explained that this entire action is being taken following the Supreme Court's order and high-level meetings. 

The Directorate of Education stated that during the meeting, it was given clear instructions to ensure that robust measures are in place to prevent stray dogs from entering schools and sports complexes. Following this, all schools, educational institutions, and stadiums were given this directive, and the relevant local bodies, including the Municipal Corporation, NDMC, Delhi Cantt Board, Sports Authority of India, and DDA, have also been instructed to implement security measures in their respective areas.

As per the directives, no order has been issued assigning teachers any personal duties, such as monitoring stray dogs on the premises or managing security. The responsibility for security arrangements lies with the administration of the institution and the relevant local bodies, to robustly ensure the safety of students and staff, not to place an additional burden on teachers. 

Key Directives Issued: 

* Preparing a list of all government and private educational institutions and sports complexes. 

* Preventing the entry of stray dogs by strengthening boundary walls, gates, and fencing. 

* Appointing a nodal officer in every institution, displaying their details at the entrance, and sharing them with local bodies. 

* Awareness programmes for students and staff, providing information on safe behaviour, first aid, and reporting procedures. 

* Ensuring the deployment of security personnel 24 hours a day in stadiums and sports complexes.
