Delhi School Fee Regulation Bill 2025: The Delhi Assembly has approved the School Fee Regulation Bill, 2025, aimed at curbing arbitrary fee hikes by private schools and ensuring greater transparency. The legislation introduces parental veto power, strict refund rules, heavy penalties for violations, and multi-tier committees for oversight.

Under the new law, even one parent member in the school-level fee committee can block an unjustified fee hike. Schools will no longer have the unilateral right to revise fees without parental approval, marking a significant shift towards community-driven decision-making.

Refund Rules and Penalties

If a school charges fees beyond the approved amount, it must refund the excess within 20 working days. Delay in refund leads to escalating fines:

-After 20 days: fine doubles

-After 40 days: fine triples

-Continues increasing every 20 days

For the first offence, the fine ranges from ₹1–5 lakh, while repeat offences attract ₹2–10 lakh penalties.

Committee Structure for Fee Regulation:

The bill mandates three levels of committees to regulate fees and resolve disputes:

  1. School-Level Committee – Chaired by a management representative, includes principal, three teachers, five parents (draw of lots), DoE nominee, SC/ST/OBC representative, and two women members.

  2. District Committee – Led by the District Director of Education, includes zone’s Deputy Director, two principals, and two parent representatives nominated by the Directorate of Education.

  3. Revision Committee – Headed by the Director of Education, with an educationist, CA, Controller of Accounts, school and parent representatives, and a former education official. Its decisions bind for three years.
