The University Grants Commission (UGC) has issued a notification for students enrolling in Open and Distance Learning (ODL) and Online programs for the 2024-25 academic session. This new admission process is designed to ensure transparency and to confirm enrollment only in approved higher educational institutions.

The UGC's latest notification highlights that students can only enroll in Open and Distance Learning (ODL) and Online programs offered by recognised and approved higher educational institutions. This measure is part of the UGC’s efforts to prevent institutions from admitting students into unrecognised programs, thereby safeguarding their academic and career interests.

According to the UGC (ODL Programmes and Online Programmes) Regulations, 2020, institutions must meet minimum standards to offer Open and Distance Learning (ODL) and Online programs. The UGC Distance Education Bureau (DEB) website provides a list of universities authorised to offer these programs, which can be accessed at deb.uec.ac.in/.

The notification applies to the academic session starting in October 2024. As part of the new admission process, students must register on the UGC-DEB web portal using their Academic Bank of Credit (ABC)-ID to generate a unique DEB-ID, which is required for enrollment. Once created, this DEB-ID will remain valid for lifelong Open and Distance Learning (ODL) and Online learning.

The UGC has urged all higher educational institutions to implement this new admission mechanism for Open and Distance Learning (ODL) and Online programs beginning with the October 2024 academic session.
