Assam ELF: Prime Minister Narendra Modi on Saturday touched down on the newly constructed Emergency Landing Facility (ELF) on the Dibrugarh National Highway in Assam. The newly-constructed Emergency Landing Facility, built at a cost of Rs 100 crore, will act as a strategic and multi-functional runway for IAF fighter jets and transport aircraft.

While the ELF aims to strengthen defence, logistics and disaster response, the facility is far more than a simple infrastructure project. It represents a strategic "Act East" masterstroke amid the border tensions with China. During border skirmishes, a nation's defensive and offensive capabilities are put to the test. In such scenarios, the North East's first Highway Airstrip serves as a vital asset for India.

Assam ELF: The China Factor And Strategic Importance

Besides other factors, experts believe that the proximity of northeastern states to China is one of the main reasons behind the ELF on the Dibrugarh-Moran section of the National Highway-37. The facility is designed to accommodate frontline fighter jets and transport aircraft of the Indian Air Force (IAF) during emergencies.

At present, several IAF bases are positioned against Chinese bases along the Line of Actual Control (LAC). While the second Rafale squadron is based in Hashimara (North Bengal or South Bhutan), India remains particularly vulnerable in the South-Eastern portion of this region.

Meanwhile, China operates at least seven airbases in the region. In a conflict, Indian airbases could become primary targets. Since parked fighter jets are highly vulnerable to ground attacks, the ELF will serve as an alternative location to deploy its fleet.

Assam ELF: Operational Capabilities

The ELF has been specifically engineered for durability, offering sufficient length and width for safe landings. During emergency landings, the highway will be closed for civilian traffic, and military personnel will secure the perimeter. The aircraft can be refuelled and rearmed for continued operations. Beyond combat scenarios, this facility is also equipped to support humanitarian and disaster relief efforts.

Assam ELF: Importance For Humanitarian Assistance

Beyond its strategic military value, the Emergency Landing Facility (ELF) on the Dibrugarh National Highway has been specifically engineered to serve as a vital hub for humanitarian assistance and disaster relief operations.

Assam and the broader North East region face a persistent threat of devastating floods. The geography of the area also makes it highly susceptible to landslides and other natural disasters. The operationalisation of ELF will ensure that during such crises, rescue teams, essential relief supplies, and evacuation aircraft can be deployed to remote and high-risk areas.

The facility also provides the flexibility to manage emergency landings and take-off operations for a wide range of aircraft, including fighter jets and heavy-lift helicopters. This dual-purpose infrastructure ensures that the region remains connected and protected, even when primary airfields are compromised or inaccessible during emergencies.
