In a joint press conference, Union Minister of Housing and Urban Affairs Manohar Lal announced a significant shift in housing policy at National Media Center. Residents of Unauthorised colonies who have secured ownership rights under PM-UDAY scheme can now legally regularised their existing properties through the Municipal Corporation of Delhi (MCD)

Manohar Lal Khattar said that the "as is where is" based regularisation policy will cover the old buildings in the unauthorised colonies, while new constructions will be required to follow the norms set by the MCD and seek its permission. This initiative covers 1,521 colonies and aims to transition from merely granting ownership to full legal integration. To prevent the future growth of unplanned settlements, the MCD task force will be strengthened and the Master Plan 2041 is set for imminent notification.

Streamlining Ownership And Local Governance

Delhi Chief Minister, Rekha Gupta, emphasised that these measures are vital for managing the city's rising population and infrastructure needs. While the PM-UDAY scheme launched in 2019 has benefited roughly 40,000 households, the pace has been slow. The government intends to simplify procedures to accelerate outreach to the estimated 5 million people living in these colonies.

In a major administrative shift, the responsibility for approving properties up to 250 square meters has moved from the DDA to Delhi Government Patwaris. New strict timelines have been established:

Government Stance On Transit Oriented Development

Apart from "Regularisation of unauthorised colony on 'as is where is' basis with simplification of procedures to get both ownership rights and building regularisation", the Centre has also rolled out a Transit Oriented Development policy for the national capital.

The Transit Oriented Development was part of Delhi's Masterplan 2021, but it faced obstructions, Khattar said, adding that the reformed policy will help solve traffic congestion as well as the housing needs of the city.
