The Union Government has notified Waqf rules- the Unified Waqf Management, Empowerment, Efficiency and Development Rules, 2025 (UMEED) - regarding multiple aspects of the newly amended legislation, including the portal and database of the properties, audit and maintenance of accounts.
The notification will set the process for uploading and updating Waqf properties on the portal in motion. The Waqf rules have been framed under Section 108B of the 1995 Act, which was inserted through the Waqf (Amendment) Act 2025. The Waqf (Amendment) Act 2025 came into effect on April 8, 2025.
Section 108B provided power to the Centre to make rules for the management of the Waqf properties like the registration, accounts, audit, and the manner of payments for maintenance of widows, divorced women, and orphans, etc.

The database will autogenerate a unique identification number for each property dedicated to the Waqf. According to the notified rules, mutawallis will be entrusted to enroll the Waqf properties on the portal and database by using their mobile number and e-mail address.
In case there is a complaint of wrongful declaration of any property as Waqf, the probe has to be completed by the designated government officer within a year of the reference from the District Collector.

What's ahead?
As the Central rules are notified, the next step is the formulation of model rules for the state. For this, a committee comprising retired law ministry officers and other experts will be formed.
The committee will deliberate on all aspects and formulate rules which then can be adopted by the states with some modifications. As per the amended act, each state government will appoint an officer who shall not be below the rank of Joint Secretary as the Nodal Officer. The Nodal Officer will work in consultation with the Central government for providing assistance in uploading details, registration, maintenance of records and audits of Waqf properties.
