Delhi is set to observe consecutive dry days this week, with all liquor outlets mandated to remain closed on August 15 (Independence Day) and August 16 (Janmashtami). This directive comes from the Delhi government’s excise department under Rule 52 of the Delhi Excise Rules, 2010.
As per the order, all retail liquor shops, bars, restaurants, hotels, and clubs must cease alcohol sales on Independence Day. Similar restrictions will also be enforced on October 2, the birth anniversary of Mahatma Gandhi. These dry days are observed annually to honor important national and religious occasions.

However, the order clarifies that these restrictions do not apply to room service alcohol sales in hotels holding 1-15/L-15F licences. These licences are issued to star-classified hotels approved by the Government of India’s tourism department. Such hotels are allowed to serve alcohol to guests via room service, balancing tradition with hospitality needs. The excise department stressed that this exemption is exclusive to these licensed hotels and does not extend to other establishments.
Rule 52 of the Delhi Excise Rules, 2010, requires liquor outlets to close on specified dry days to maintain public order and respect significant cultural and national events. Enforcement of these rules is overseen by Delhi police and excise officials to ensure full compliance.

Violations can result in penalties, including fines and suspension or cancellation of liquor licences. The Delhi government issues these orders annually ahead of major dates, and businesses are expected to adhere strictly.
