A Rajasthan-based family has come under the scanner in the ongoing NEET-UG paper leak investigation, as agencies probe what is being described as a wider organised cheating network linked to multiple states and coaching centres.
The focus of the investigation has shifted to the Biwal family after officials flagged unusual academic patterns and suspected links to the circulation of leaked NEET question papers in Rajasthan’s Sikar coaching hub.

According to investigators, the alleged network is believed to have originated from Haryana-based Yash Yadav, from whom a “guess paper” containing 120 questions was reportedly sourced for around Rs 15 lakh. Officials say the paper was later scanned, digitised and circulated further through coaching-linked digital channels, with resale values reportedly rising up to Rs 30 lakh.
A key twist in the case involves Dinesh Biwal’s son, Rishi Biwal, who allegedly had access to the leaked paper but scored only 107 out of 720 marks in NEET. His earlier academic record has also come under scrutiny, with reports indicating he had scored only 43.6 per cent in his Class 10 board examinations, raising further questions about the family’s academic trajectory.
Investigators are also examining the unusual performance pattern of multiple members of the Biwal family. Reports suggest that five members of the family cleared NEET-2025 and secured admission into medical colleges, despite previously average or below-average academic performance and weak results in earlier attempts.
“It is very unusual that five people from the same family got admission to some good government medical colleges together by clearing NEET last year. But they all failed to secure sufficient marks in NEET-2024. There is also a huge difference between their performance in NEET-2025 and their results in schools, coaching centres, or current colleges. It raises suspicion whether they sourced the question paper from Yash Yadav in 2025, too, to qualify in the exam. CBI is now probing the matter," HT quoted a senior official from SOG.
Officials suspect that the leaked papers were scanned and circulated digitally by Dinesh Biwal and associates before being distributed within coaching networks in Rajasthan’s Sikar region. The alleged racket is believed to have operated as a multi-layered chain, involving intermediaries who further sold the material at inflated prices.
CBI is now examining financial transactions, communication records, and digital devices seized during raids across Rajasthan, Haryana and other states. Agencies are also probing the wider network’s possible links with coaching institutions, with more arrests expected as the investigation continues.
