The Central Pollution Control Board (CPCB) has decided to levy a fee o on households, institutions and commercial establishments for generating large amounts of solid waste across the Delhi-NCR to combat pollution.
A fee structure has been established, and the states and UTs in the NCR region will be responsible for its implementation. Under the plan, residential societies, institutions and commercial establishments generating large amounts of waste will have to compulsorily register on the CPCB online portal.
Who needs to register and pay
The one-time registration fee has been kept between Rs 1,000 and Rs 10,000 depending on the quantity and category of waste. According to the guidelines issued by CPCB this month, buildings with an area of 20,000 square meters or more, establishments using 40,000 litres or more of water daily or institutions generating 100 kg or more of solid waste per day will fall in the category of bulk waste generators.
This criterion will encompass government and private institutions, schools-colleges, hospitals, hotels, malls, industrial units, markets, stadiums, community and marriage halls as well as residential societies.

After a one-time registration, these institutions will also have to submit annual statements online by June 30 every year.
At the time of submitting the annual statement, 25 per cent of the registration fee will have to be paid as annual processing fee. Half of the registration and annual fee will go to CPCB and the other half to the concerned State Pollution Control Board or Pollution Control Committee.
The officials said that the purpose of the new system is not just registration and fee imposition, but also to prepare data on waste generated by major producers and monitor its management.
Registration, annual returns, waste management activities, and compliance with regulations will be monitored, and the data will be uploaded on the CPCB's central portal. Failure to register, pay fees, or file annual returns as required by the regulations may result in action.
