Parliament Winter Session: The three-week-long Winter Session of the Parliament is set to commence on Monday, December 1 with discussions including the Atomic Energy Bill, Insurance Ammendment Bill and Higher Education Bill, among the many which is expected to be the focus of the legislature.
Meanwhile, the opposition is expected to highlight a range of issues, including electoral process transparency, the economy, federalism, and the recently notified labour codes.
Atomic Energy Bill
- The priority of the government in this session of the Parliament will be to introduce the Atomic Energy Bill, which will regulate the use of atomic energy and allow non-government players in the field of atomic power generation, along with the Nuclear Power Corporation of India.
- The bill comes at a time when the country aims to achieve 100 gigawatts of nuclear energy by 2047.

Insurance Amendment Bill 2025
- The bill seeks to accelerate economic growth while ensuring ease of doing business in the insurance sector. It is also expected to simplify existing conditions for FDI in the country.
- The Bill can be a major catalyst for the growth of banking finances in the country, as the government proposed the removal of limits on foreign direct investment (FDI) in the FY2025 Union Budget.
- Earlier, a threshold limit of 74 per cent was there on the FDI.
Jan Vishwas Bill, 2025
- The bill seeks to rationalise penalties and remove imprisonment for several minor offences, thereby amending 17 acts.
- The bill was earlier introduced in the Lok Sabha on 18 August 2025, which was then sent for review to a select committee.
Securities Markets Code Bill, 2025
- The bill proposes to amalgamate the provisions of the Securities and Exchange Board of India Act, 1992, the Depositories Act, 1996, and the Securities Contracts (Regulation) Act, 1956 into one.
Corporate Laws (Amendment) Bill, 2025
- The bill seeks to tweak the provisions of the Companies Act, 2013 and the Limited Liability Partnership Act, 2008, to facilitate ease of doing business.
- The bill was formulated based on the report of the Company Law Committee (2022).
Higher Education Commission Of India Bill, 2025
- The bill aims to create a statutory body, the Higher Education Commission of India to regulate the standards of higher education, research and scientific and technical institutions.
Manipur Goods and Services Tax (Amendment) Bill, 2025
- The bill seeks to align the GST collection of Manipur with the amendments of the Central GST Act introduced by the Finance (No.2) Act, 2024.
National Highways (Amendment) Bill, 2025
- The bill will amend the existing National Highways Act, 1956 to facilitate faster and transparent land acquisition for national highways.

Arbitration and Conciliation (Amendment) Bill, 2025
- This bill proposes to amend the Arbitration and Conciliation Act, 1996.
Constitution Amendment Bill
- The government had also proposed to introduce the Constitution Amendment Bill, which would have included Chandigarh in Article 240 of the Constitution to ensure uniform treatment with other union territories.
- However, in the last moment, the government has decided to put the bill on hold.
