Builder Scam In Delhi: The Central Bureau of Investigation (CBI) has taken major action against builders who have cheated thousands of homebuyers in Delhi-NCR. On the orders of the Supreme Court, 22 FIRs were registered and raids were conducted at 47 locations, Jagran reported. The action in the case is related to the subsidy scheme scam where builders and financial institutions together cheated homebuyers.

Incriminating Documents, Digital Electronic Evidence Seized

The CBI conducted raids in Delhi, Gurugram, Noida, Greater Noida,  Ghaziabad. During the searches, various incriminating documents and some digital electronic evidence have been seized.

The Supreme Court had said in its order that there was collusion between the builders and the officials of some financial institutions. Due to this, homebuyers were deliberately trapped through a fake and fraudulent subsidy scheme.

In April 2025, the Supreme Court had asked the CBI to start seven preliminary inquiries. The CBI completed six preliminary inquiries within three months and submitted a status report to the court. Earlier, the CBI had taken documents related to the builder from Noida, Greater Noida Authority. Many flaws were found in it. On the basis of these evidences, the CBI conducted a search operation.

Builder Introduced Subsidy Scheme In 2014

Group housing schemes launched under the subsidy scheme in Noida and Greater Noida were started around 2014. To rig the scheme, some builders got loans passed from banks by using fake documents. Banks released the money without evaluation and inspection.

Under an undeclared agreement between the builder and the bank, the banks gave the entire loan amount to the builder. Under the terms, the builder had to pay the EMI until the possession of the flat was given, but after some time the builder stopped paying the EMI and did not even give flats to the buyers.

This put the burden of EMI on the buyers and a large number of buyers defaulted. After a few years, most of the builders who brought these schemes went bankrupt. Thousands of flat buyers are stuck in nearly 40 projects in NCR including Noida-Greater Noida.
