Top Cities For Women In India 2026: India’s top metropolitan cities, Bengaluru and Chennai, have emerged as the safest cities for women in India, according to a report by consulting firm Avatar. The report, titled ‘Top Cities for Women in India’ (TCWI), took into consideration the experiences of women in their professional spheres across 125 cities.

What Is TCWI Report?

The TCWI report is a longitudinal study of cities with improving women’s participation, safety and career growth. Till now, three editions of the report have come out, while the fourth edition has now been released.

Which City Was Rank 1 This Year?

Bengaluru topped the list with a cumulative score of 53.29. The city’s top ranking is due to the excellent career growth opportunities that it has for women, as well as conducive industry support. This was not the first time that Bengaluru topped the charts. The city was ranked No. 1 in 2024. In 2025, the city also ranked first in women’s safety.

What Are The Key Metrics Used To Make This Report?

The report uses a City Inclusion Score (CIS) to rank 125 cities across India. This score is derived from two primary pillars:

- Social Inclusion Score (SIS), which measures safety mechanisms, public infrastructure, healthcare, mobility (public transport) and general city liveability.

- The Industrial Inclusion Score (IIS), which evaluates employment opportunities, the density of gender-inclusive organisations and career opportunities provided to women by local industries.

- South Indian cities continue to lead the rankings, occupying many of the top spots due to higher social inclusion and safety ratings.

- Cities like Delhi, Noida and Gurugram score high on “Industrial Inclusion” (job opportunities) but lag significantly in “Social Inclusion” factors like safety and affordability.

- The 2026 report highlights a decentralisation of women-friendly ecosystems, with Tier-2 cities showing improved performance in inclusivity rankings.
