Bihar Census 2027: State Prepares For First Digital Count, Freezes Boundary Changes; Key Dates Explained

Preparations for the 2027 census have begun in Patna. Starting December 31, the demarcation of administrative units will be halted, which will remain in effect until March 31, 2027. The census will be conducted in two phases: the first from April to September 2026 and the second from February 9 to 28, 2027. This time, the census will be completely digital, using a mobile app.

Bihar Census 2027: State Prepares For First Digital Count, Freezes Boundary Changes; Key Dates Explained
A freeze on the demarcation of new administrative boundaries will be imposed from December 31 ahead of the census.

In preparation for the upcoming Census of India 2027, the state government will impose a freeze on the redrawing of administrative unit boundaries. The freeze will be in effect from December 31 of this year until March 31, 2027.

Preparations for the census have officially commenced in the state. On Friday, Chief Secretary Pratyaya Amrit chaired a meeting of the State Level Census Coordination Committee, which is tasked with coordinating, monitoring, and supervising the census work among various government departments.

Census To Be Conducted In Two Phases

Officials at the meeting outlined that the census will be conducted in two distinct phases:

House Listing and Housing Census: This first phase will be completed within a 30-day period between April and September 2026.

Population Enumeration: The second phase, which involves the actual counting of the population, is scheduled to run from February 9 to February 28, 2027.

A Fully Digital Process

For the first time, the census will be conducted in a fully digital mode. A Census Management and Monitoring System portal has been created, and a mobile application will be used for data collection.

To ensure the system's readiness, a pre-test will be conducted in October-November of this year in three locations: Dumra in Sitamarhi, Rajauli in Nawada, and Sonpur in Saran.

The meeting was attended by senior officials from various departments, including General Administration, Revenue and Land Reforms, Education, Finance, and Panchayati Raj. The Director of the Directorate of Census Operations from the Government of India's Ministry of Home Affairs participated as the convenor member.
