The Bihar government has approved the formation of a special unit to combat illegal narcotics and alcohol networks across the state. Named the Prohibition and State Narcotics Control Bureau, the unit will operate with its own dedicated narcotics police station and jurisdiction over the entire state.

ADG (Headquarters-cum-STF) Kundan Krishnan announced the development at a press conference on Thursday, stating that the bureau has been formed by consolidating the existing Prohibition Unit at police headquarters and the Prohibition Unit of the Economic Offences Unit (EOU). The unit is expected to become operational from December 2025.

A total of 329 posts have been sanctioned for the bureau, including 229 transferred posts from the previous Prohibition Unit and 100 new positions. Leadership will include an ADG- or IG-rank officer, with additional posts for a DIG, two SPs (SP Prohibition and SP Narcotics), 18 DSPs, 48 Inspectors, 50 Sub-Inspectors (Daroga), and several constables.

The bureau will handle cases involving charas, ganja, narcotics, psychotropic substances, and all other narcotic drugs, with special authority to tackle trafficking networks across cities and even internationally. Recent investigations have revealed links to narcotics networks in Nepal and Rajasthan, with multiple individuals under surveillance.

ADG Krishnan highlighted ongoing efforts by the STF’s narcotics cell, noting that seven gangs have already been identified. Complaints have surfaced regarding the distribution of narcotics in capsule form, popularly called the ‘Kota capsule’, to youth in Muzaffarpur and Vaishali. Narcotics are also being trafficked in the form of cigarettes.

From April 1 to August 31, 2025, the STF seized 765.42 kg of smack, 8.5 kg of opium, 3.154 kg of heroin, 375 kg of doda (poppy husk), and 3.5 kg of ganja, leading to the arrest of 51 traffickers.

The formation of the Prohibition and State Narcotics Control Bureau aims to dismantle the entire network of narcotics and alcohol trafficking, ensuring stricter enforcement and safety across Bihar.
