The Bihar government’s plan to construct five expressways under the Saat Nishchay-3 scheme has gained momentum. Road Construction Minister Dr Dilip Jaiswal on Thursday said that the Secretary of the Road Construction Department, Pankaj Kumar Pal, along with two senior engineers, has been sent to Maharashtra and Uttar Pradesh to study expressway construction processes.

The Secretary will submit a report, after which decisions will be taken regarding funding and the stretches where the state government will directly oversee construction.

Dr Jaiswal noted that Maharashtra and UP have successfully built expressways through their own initiatives, establishing dedicated Expressway Construction Authorities. Bihar is also considering forming a similar authority to manage its expressway projects. The government aims to ensure these expressways provide district-to-district connectivity, reduce travel time to Patna, and minimise large-scale land acquisition.

At the central level, construction of four expressways in Bihar has already been proposed, and land acquisition is underway. The Patna-Purnea Expressway has been assigned a project number by the Ministry of Road Transport and Highways.

The Gorakhpur-Siliguri Expressway, approved by the Centre, will pass through significant stretches in Bihar, while the Raxaul-Haldia Expressway will enhance connectivity to Haldia port in West Bengal for both Bihar and Nepal.

Work on the Varanasi-Ranchi-Kolkata Expressway, stalled for a long time due to land acquisition issues in Bihar, has now resumed, signalling a renewed push to strengthen the state’s road infrastructure.

This series of expressways under Saat Nishchay-3 is expected to improve regional connectivity, boost trade, and reduce travel times across Bihar.
