Bihar’s revenue collection from sand mining has fallen well below expectations, with four major districts, Patna, Rohtas, Gaya and Aurangabad, failing to achieve their assigned targets for the current financial year. The shortfall came under sharp scrutiny during a review meeting held at the office of the Director of Mines and Geology.

Following the review, district administrations have been directed to ensure full recovery of their targets by March 2026. Officials have also been instructed to formulate and strictly implement a daily action plan to accelerate revenue collection.

The meeting was attended by officials from all four districts. Data presented during the review revealed significant gaps between targets and actual collections as of December 2025.

-Rohtas was assigned a target of Rs 426 crore but managed to collect only Rs 145 crore.

-Gaya collected Rs 188 crore against a target of Rs 279 crore.

-Patna, with the highest target of Rs 639 crore, could collect only Rs 203 crore.

-Aurangabad achieved Rs 176 crore against its target of Rs 512 crore.

Officials acknowledged that the underperformance of these districts has had a serious impact on Bihar’s overall mining revenue.

During the meeting, it was pointed out that illegal mining, irregularities in transportation, delays in awarding contracts and weak monitoring mechanisms were the primary reasons behind the revenue slump.

The Director of Mines has issued strict instructions to District Mining Officers to conduct daily reviews of revenue collection and work towards achieving targets through fixed daily benchmarks. Orders have also been passed for regular inspection of mining sites, effective implementation of the e-challan system and immediate action against illegal mining activities.

The department has warned that if the targets are not met by March 2026, strict action may be taken against officials found responsible for the lapse.
