The Delhi High Court has declined to consider a Public Interest Litigation (PIL) that sought an investigation into the Directorate General of Civil Aviation (DGCA) regarding alleged irregularities involving IndiGo Airlines. The plea also demanded higher compensation for passengers stranded at airports due to flight cancellations.
Court’s Observation
The bench noted that it could have accepted the petition had the petitioner made a request to be impleaded as a party in a previously filed case regarding similar issues, rather than filing a fresh PIL. Consequently, the court refused to entertain the current petition.

Details Of The Plea
The petition, filed by the Centre for Accountability and Systemic Change, accused the aviation regulator of failing to perform its official duties. The PIL raised the following demands and allegations:
Investigation: It sought an inquiry by a retired judge or a Lokpal (ombudsman) into the DGCA's role, alleging negligence that exacerbated the crisis.
Compensation: The plea demanded that passengers stranded at airports due to cancellations be granted four times the value of their tickets as compensation.
Regulatory Failure: The petitioner argued that the DGCA had failed to check irregularities within IndiGo Airlines, leading to significant passenger inconvenience.
