Big Move In Odisha Education Policy: Government Increases ST, SC, And SEBC Reservation For Professional Courses

Odisha Reservation Policy: In a historic decision aimed at bringing about reforms in the state's education sector, the Odisha government has issued an official notification regarding a major restructuring of its reservation policy for marginalized communities. Under this progressive policy shift, the admission quota for Scheduled Tribes (ST) and Scheduled Castes (SC) in professional and technical institutions has been significantly increased, while special seats have also been formally earmarked for Socially and Educationally Backward Classes (SEBC).

The revised statutory directives will be implemented uniformly across the entire state starting from the upcoming 2026–27 academic admission session. According to the state administration, the objective of this structural initiative is to ensure equal access for all to high-level professional fields, thereby effectively empowering students from historically underrepresented backgrounds to secure seats in competitive and career-oriented sectors.

Wide Range of Professional Programs Covered:

The newly drafted reservation parameters will apply broadly across multiple professional undergraduate, postgraduate, and diploma streams. Eligible programs encompass engineering, technology, medicine, dental sciences, architecture, nursing, pharmacy, management, veterinary sciences, and agriculture.

Furthermore, lower-tier technical training facilities, including state polytechnics and Industrial Training Institutes (ITIs) managed by various government departments, will implement these updated metrics.

Institutional Guidelines and Statutory Exemptions

The department has clarified that the updated framework will apply uniformly to all state-run, aided, and private professional institutions across Odisha. However, seats categorized under the centralised All India Quota (AIQ) will remain completely outside the purview of this state regulation.

Status of Horizontal and EWS Reservations

While vertical community quotas have been expanded, the government confirmed that all existing horizontal reservation segments will continue alongside the new rules. This ensures that dedicated internal reservation allocations for Economically Weaker Sections (EWS), Persons with Disabilities (PwD), children of Ex-Servicemen, and other special meritorious categories remain fully protected and active.
