Assam Assembly Election 2026: Union Finance Minister Nirmala Sitharaman on Tuesday released the Bharatiya Janata Party's (BJP) poll manifesto ahead of the upcoming Assam Assembly election, promising to protect the land, heritage, and dignity of indigenous communities and to invest Rs 5 lakh crore in infrastructure development.
The document outlines 31 commitments under the party's 'Sankalp Patra', including the recovery of land encroached by Bangladeshi migrants, the implementation of a Uniform Civil Code (UCC), the creation of employment opportunities for youths, and ensuring the overall development of the state. BJP Releases Assam Poll 'Sankalp Patra': Key Announcements
1. We will protect the land, heritage, and dignity of the indigenous people of Assam.
2. We will strengthen legislative measures to preserve the civilisation, heritage, and rights of the people of Assam.
3. We will invest Rs 5 lakh crore to position Assam as India's Eastern Gateway, backed by the Asom Gati Shakti Master Plan to ensure the timely completion of projects.
4. In collaboration with the Central Government, we will launch the Asom Nagar Unnayan Abhiyan.
5. We will implement the Badh Mukt Assam Mission, with an investment of over Rs 18,000 crore, to make Assam flood-free.
6. We will create employment and self-employment opportunities for the youth.
7. We will empower the youth of Assam to become self-reliant.
8. We will continue to provide rice, masur dal, sugar, and salt at subsidised rates, including mustard oil, and free rations to the poorest of poor families.
9 . We will launch the One District, One University initiative and ensure comprehensive access to medical and engineering colleges in every district to strengthen higher education in Assam.
10. We will transform the education sector by ensuring education for all, building world-class institutions, and expanding the teacher workforce.
11. We will enhance the dignity, security, and economic independence of women in Assam.
12. We will promote, protect, and preserve the indigenous culture of Assam.
13. We will strengthen income security for farmers.
14. We will provide financial assistance to fish farmers, ensuring income support during the non-fishing period.
15. We will launch the Asom Krishi Unnayan Abhijan to modernise and strengthen agricultural market infrastructure and supply chain management.
16. We will actively pursue the Central Government to implement the recommendations of the Group of Ministers (GoM) in respect of scheduling the six communities of the Koch-Rajbongshi, Tai Ahom, Adivasi and Tea Tribes, Chutia, Moran, and Matak communities, while safeguarding the constitutional, social, and economic rights of existing Scheduled Tribe (STs) communities.
17. We will pursue the Central Government to consider the inclusion of seven communities, Bishnupriya Manipuri, Bhar or Rajbhar, Newar, Bhujel, Sabar, Satnami, and Kiran Sheikh, in the Central List of Other Backwards Classes, in line with their existing recognition in the State OBC list.
18. We will work towards granting constitutional status to the Autonomous Councils of the Mising, Rabha, Sonowal Kachari, Thengal Kachari, Deori, Tiwa, and Boro Kachari tribes.
19. We will ensure inclusive development and land security for tribal and indigenous communities.
20. We will focus on the holistic development of tea tribe communities.
21. With over 22 lakh houses completed under the Pradhan Mantri Awas Yojana (Gramin and Urban), we will construct an additional 15 lakh houses to ensure every family has access to a pucca house with basic amenities.
22. We will launch the Nijut Sipini scheme to provide financial assistance to 10 lakh traditional weavers, supporting their livelihoods and strengthening the handloom sector.
23. Building on the state’s rapid economic growth since 2016, we aim to double Assam's economy to $150 billion by 2031 and further scale it to $300 billion by 2036.
24. We will provide a wage subsidy of Rs 10,000 per employee to new industries investing in Assam to support the training and employment of local youth, along with enhanced incentives for enterprises established under Advantage Assam.
25. We will launch the Asom Parjyatan Bikash Abhijan to position Assam as a leading tourism destination.
26. We will ensure the time-bound implementation of all signed peace accords.
27. We will prioritise the welfare of government employees, promote good governance, and strengthen law and order.
28. We will ensure the holistic development of sports across the state through targeted interventions.
29. We will work towards developing Dibrugarh as the second capital of Assam.
30. We will ensure the comprehensive development of the Barak Valley.
31. Building on Assam’s rising health investment of Rs 2,600 crore in 2016 to Rs 8,900 crore in 2025, we will further strengthen the medical infrastructure in the state.
