Defence Minister Rajnath Singh on Thursday released a strategic plan on defence diplomacy, 'Raksha'. It is a comprehensive roadmap outlining India's strategic framework and approach for global partnerships over the next decade.

"As defence diplomacy is a key pillar of India's foreign policy, this document provides a clear, actionable vision for the next decade to ensure India remains a pillar of peace, stability and a rules-based order in the changing global environment," the Defence Ministry said.

Raksha Document Reflects A Shift In India's Strategic Engagement

It said the document reflects a shift in India's strategic engagement, which proactively combines national security objectives with proactive global cooperation, thereby promoting long-term stability and mutual growth.

"This comprehensive roadmap outlines India's strategic framework and vision for global defence partnerships over the next 10 years," a statement said. The key pillars outlined in the strategic roadmap include strategic partnerships, capacity building, indigenous exports and maritime security.

 

Key Pillars Highlighted In The Strategic Blueprint Include:

Strategic Partnerships: Deepening bilateral and multilateral security cooperation

Capacity Building: Enhancing joint military exercises, training programmes, and sharing best practices with friendly nations

Indigenous Exports: Promoting Make-in-India defence platforms to establish the nation as a reliable global defence manufacturing hub

Maritime security: Strengthening India’s role as a Net Security Provider and First Responder in the Indian Ocean Region

Focus On Capacity Building

The "Strategic Partnership" pillar envisions deepening bilateral and multilateral security cooperation. The "Capacity Building" pillar envisions enhancing joint military exercises and training programs and sharing best practices with friendly countries.

The aim under the 'Indigenous Exports' pillar is to promote Make-in-India defence platforms to establish the country as a reliable global defence manufacturing hub.

The goal under the 'Maritime Security' pillar is to strengthen India's role as a security provider and first responder in the Indian Ocean region. Senior officials from the Ministries of Defence and External Affairs, and senior military officers were present on the occasion.
