In a significant development, the National Investigation Agency (NIA) on Monday filed a supplementary charge sheet against Pakistan-based terrorist and Lashkar-e-Taiba (LeT) chief Hafiz Saeed in connection with the April 22, 2025, Pahalgam terror attack that killed 26 people, including 25 tourists and one resident.

In the chargesheet filed before the NIA Special Court, Jammu, the anti-terror agency has named Hafiz Saeed in his "individual capacity" and also as head of LeT and its proxy organisation, The Resistance Front (TRF).

The NIA has charged him under several sections of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act (UAPA), 1967. The charges are extremely serious, including waging war against India and orchestrating the bloody attack from across the border.

Inside NIA's Charge Sheet

This charge sheet is essentially a continuation of the 1,597-page main charge sheet filed earlier. It details Pakistan's conspiracy, Hafiz Saeed's direct role in the attack, and the substantial evidence gathered through the NIA's scientific investigation and field inquiries.

The NIA stated that the supplementary charge sheet further strengthens its previous investigation. In December last year, the agency filed a charge sheet against Pakistan-based handler Sajid Jatt. The charge sheet also names three terrorists who were killed by security forces during Operation Mahadev in July 2025. Charges have also been framed against two accused.

The agency had already chargesheeted the banned Lashkar-e-Taiba and its proxy organisation, TRF, as legal entities for planning, facilitating, and executing the Pahalgam attack.

25 tourists and one resident were killed in the Pahalgam attack on April 22, 2025. The FIR of the attack was registered at Police Station Pahalgam in the district of Anantnag. Following a preliminary investigation by Jammu and Kashmir Police, the Ministry of Home Affairs (MHA) transferred the investigation of this case to the NIA.

Operation Sindoor

In response to the Pahalgam Terror Attack, the Indian Air Force in May 2025 launched strategic attacks against the terror sites in Pakistan-Occupied Kashmir and Pakistan's territory. It eliminated over 100-200 terrorists in the deadly strikes and also destroyed Pakistani air defence radars and 20 per cent of their air assets. India also destroyed nine high-value terror launchpads linked to Lashkar-e-Taiba, Jaish-e-Mohammed, and Hizbul Mujahideen.
