State Bureau, Chandigarh: To reduce air pollution in the National Capital Region (NCR), the Haryana government has initiated the scrapping of old vehicles. State authorities are directing vehicle owners to comply with regulations regarding 10-year-old diesel and 15-year-old petrol vehicles.

Old vehicles contribute to air pollution, impact public health, involve higher maintenance costs, and raise road safety concerns.

Ban On Old Vehicles

Under directives issued by the Supreme Court and the National Green Tribunal (NGT), diesel vehicles older than 10 years and petrol vehicles older than 15 years cannot be driven in the NCR. Violating these rules can lead to fines and vehicle seizure.

According to data submitted by the Haryana State Pollution Control Board to the NGT, 1,756,742 old vehicles were registered in NCR as of January 2025:

Diesel vehicles (older than 10 years): 611,097 registered and 4,160 deregistered

Petrol vehicles (older than 15 years): 1,145,645 registered and 2,377 deregistered

A total of 14 districts in Haryana fall under the NCR: Gurugram, Faridabad, Nuh, Rohtak, Sonipat, Rewari, Jhajjar, Panipat, Palwal, Bhiwani, Charkhi Dadri, Mahendragarh, Jind, and Karnal.

Vehicle Scrapping At Authorised Facilities

Vehicle owners are advised to scrap eligible vehicles only through authorised Registered Vehicle Scrapping Facilities (RVSFs). These facilities dismantle vehicles using standardised methods to recycle metals and other materials, preventing unauthorised and polluting roadside scrapping operations.

According to a parliamentary committee report presented in December 2025, 21 authorised vehicle scrapping centres operate across Haryana.

Vehicle scrapping fees are not set at a uniform rate. Instead, the payment depends on the vehicle's weight, overall condition, and scrap market value. Upon completing the process, the vehicle owner receives payment along with an certificate.

  • Non-commercial (private) vehicles: Tax exemption up to 25 per cent
  • Commercial vehicles: Tax exemption up to 15 per cent
