Congress president Mallikarjun Kharge on Friday wrote a letter to Prime Minister Narendra Modi, demanding an All-Party meeting before any fresh Constitutional Amendment Bill on Delimitation is finalised. He asserted that far-reaching constitutional changes cannot be bulldozed through Parliament without meaningful consultations.

"I have written to PM @narendramodi ji for the fourth time, demanding an All-Party meeting before any fresh Constitutional Amendment Bill on Delimitation is finalised. The previous Bill failed to secure the requisite two-thirds majority. Such far-reaching constitutional changes cannot be bulldozed through Parliament without meaningful consultations," Kharge shared the copy of the latter on X.

Unprecedented Situation Raises Serious Questions: Kharge

Even 64 days after the Monsoon Session was adjourned sine die, both Houses are yet to be prorogued, he said, adding that this unprecedented situation raises serious questions.

"You may kindly recall that I had first written to you on April 11, 2026 to convene an All-Party meeting before bringing any Constitutional Amendment Bill on Delimitation. You did not do so. Thereafter, you made the Bills public on the late evening of April 14, 2026 and convened a special session on April 16, 2026," his letter read.

"The Constitutional Amendment Bill on Delimitation failed to muster the necessary two-thirds majority in the Lok Sabha on April 17, 2026 by a decisive margin. Thereafter, on July 16, 2026 and August 27, 2026, I wrote to you again, repeating our request for an All-Party meeting. I am now doing so for a fourth time. Please convene an All-Party meeting to have a detailed discussion on your new proposals before they are finalised for consideration in Parliament," it added.

"All political parties must get sufficient time to deliberate among themselves, with each other and with all other stakeholders. Please do not once again try and bulldoze a far-reaching Constitutional Amendment Bill through Parliament as you attempted earlier and that met its well-deserved fate," he asserted.

Govt Likely To Make Fresh Attempt To Push Bill Linked To Delimitation

Khage's letter came hours after the media largely reported that the NDA government is planning to call a Special Parliament Session, that too before the end of this month, to push the bill related to Delimitation and implementation of the Women's Reservation.

Earlier, the government failed to pass the Constitution (131st Amendment) Bill in the Lok Sabha on April 17, 2026. Now, the government is hopeful of getting a two-thirds majority in the Lok Sabha and the Rajya Sabha.
