In a major development, petrol pumps in Haryana’s NCR districts will now be required to verify Pollution Under Control (PUC) certificates before refuelling vehicles. Starting October 1, vehicles without a valid certificate will be denied fuel under the Centre’s air pollution control measures.

The move follows a directive from the Haryana Transport Department to all fuel stations and retail outlets in the state’s NCR districts. The order has been issued in accordance with Direction No. 101 of the Commission for Air Quality Management (CAQM), under which the “No PUC, No Fuel” rule came into effect across Delhi and the National Capital Region (NCR) from October 1, 2026.

Under the new system, petrol, diesel and CNG stations will verify the validity of a vehicle’s PUC certificate before refuelling. Automated Number Plate Recognition (ANPR) cameras will be used to match vehicle registration numbers with the online PUC database.

Until ANPR systems are fully installed and operational across all NCR districts, station staff will be required to manually check the certificates. If a vehicle owner cannot produce a valid PUC, fuel must be refused and the vehicle’s registration number recorded for official purposes.

Driving or operating a vehicle without a valid PUC certificate can attract a fine of up to Rs 10,000 under the Motor Vehicle Rules. Such vehicles will also be directed to the nearest authorised PUC testing centre to obtain the required certification before refuelling, according to the order.

 

The Transport Department has also instructed fuel station operators to display prominent bilingual signs in English and Hindi at fuel dispensing points.
