Microsoft seems to have quietly stopped one of the last remaining options for users with a standard Windows licence who wanted to justify not paying extra to upgrade to Windows 10. It has now been confirmed by users that phone activation for Windows does not work on various versions of the operating system, such as Windows 11, Windows 10, and even Windows 7. The first signs of this change surfaced last month, when a user named 3K posted on the Microsoft Learn community forum questioning why phone activation was failing on their system. The user pointed out that Microsoft’s own support documentation still claims users can activate Windows by phone through the Settings app.
According to the official guide, users should be able to navigate to Start, then Settings, System, and Activation, and select the “Activate by phone” option under the “Activate Windows now” section. In practice, that option appears to be effectively dead.

Automated Message Confirms Shift to Online Activation
Further confirmation came from YouTuber Ben Kleinberg, who documented the issue after attempting phone activation himself. When calling Microsoft’s product activation number, users are now greeted with an automated message stating that product activation support has moved online.
The recording directs callers to Microsoft’s online product activation portal at aka.ms/aoh, which redirects users to a web-based activation flow. There is no longer any path to complete activation entirely offline through a phone call.
Documentation Hasn’t Caught Up Yet
What makes the situation more confusing is that Microsoft has not officially announced the change. The company’s support articles still reference phone activation as a valid option, despite it no longer functioning in reality. This suggests the feature may have been phased out quietly, without an accompanying policy update or public notice.

What This Means for Users
For people in areas of the world where they can’t access the internet (or for those who are hooking up older systems and hardware), taking away phone-based activation essentially removes all possible offline activation avenues. In the future, you will need to be connected to the internet in order for Microsoft’s servers to activate Windows.
So unless/until Microsoft revises the documentation or reverses course on this one, it appears that phone activation for Windows has indeed left us permanently cobweb-covered, as a venerable platform fallback mechanism now turned out to pasture after many decades of useful operation.
