Software engineer Yuvraj Mehta, who drowned in a water-filled pit on an under-construction site in Greater Noida died due to cardiac arrest, the post-mortem report has confirmed.

According to the postmortem report, victim Yuvraj Mehta's cause and manner of death is asphyxia due to antemortem drowning followed by cardiac arrest,according to the news agency ANI.

The tragic incident took place in the early hours of Saturday when Mehta was returning home from work and his car went out of control amid dense fog. The car fell into a pit dug for the basement of an under-construction building in Sector 150.

The allegations of negligence have been raised by residents of the area who flagged lack of proper drainage due to which the water from houses accumulates in the pit and nearby land.

Amid mounting criticism over negligence and delay in rescue efforts, the authorities have booked two real estate developers on a complaint by the victim's family.

JE terminated, show-cause notice issued to others

The Noida Authority has also terminated the services of a junior engineer and issued show-cause notices to other officials responsible for traffic-related works in the area.

In an official statement Sunday night, the authority said its CEO, Lokesh M, has ordered strict action against those responsible and directed the immediate termination of the services of junior engineer Naveen Kumar of the Noida Traffic Cell.

Land allotment under scrutiny

The CEO has also sought a detailed report from the concerned departments regarding the allotment and construction activities of the developer, Lotus. He also directed a review of safety arrangements at the site.

Allegations of delay in rescue

The officials said that the rescue operation was initiated soon after the information was received but an eyewitness named Moninder, who works as a delivery agent, alleged delay in the rescue efforts. While talking to the media, he stated that the emergency responders were on site but refused to enter the water due to cold weather and hazardous water condition.

"The police were present at the spot, along with the SDRF (UP's State Disaster Response Force). Fire brigade personnel were also there. But no one helped him. They were saying, ‘The water is too cold. We won’t go inside. There are iron rods inside. We won’t go'," Moninder wa heard saying in a viral video.

Moninder added that he dived into the water but failed to find the car or Mehta. Mehta's body was recovered several hours later on Sunday morning.

What did victim's father say?

Raj Kumar Mehta, the victim's father, has alleged negligence on behalf of the administration. He said that Yuvraj called him in panic after the accident and told him that his car had fallen into a drain. Yuvraj asked him to come immediately. 

He said that he reached the spot and called his son. Yuvraj then switched on his phone's light seeking help.

"My son was struggling to save himself. He was crying out for help, but people were just watching and making videos," the victims' father alleged. He added that Yuvraj struggled for nearly two hours.

Residents protest

The incident sparked outrage among the residents of the area who resorted to protest over the lack of infrastructure and gross negligence. Residents also took out candle marches in protest, accusing the administration of ignoring their repeated requests for barricading and reflectors near the drain.
