The Uttarakhand government is set to invite new tenders for the Kedarnath heli-service ahead of next year’s Char Dham Yatra, as the contracts signed with helicopter companies in 2023 are set to expire before the pilgrimage begins. The move aims to ensure smooth and safe operations of the heli-service for pilgrims.
Officials indicated that safety standards for the service are likely to be strengthened, and passenger numbers may be regulated. This could result in slightly higher fares for the service. Heli-services to Kedarnath Dham are conducted every year, with over 1, 40,000 pilgrims availing the service this year, generating a business of more than Rs 56 crore for helicopter companies.

However, the service has faced multiple challenges, including complaints regarding operations, ticket booking, flight schedules, and safety standards. Several helicopter accidents occurred this year, leading to the suspension of two companies. Consequently, the second phase of the heli-service, which started in September, was operated under stricter controls, with fares increased by 49 per cent.
With this year’s pilgrimage concluded and the three-year contracts ending, the Uttarakhand Civil Aviation Development Authority (UCADA) is now preparing to manage heli-services afresh. Learning from past incidents, UCADA plans to prioritise safer operations, in line with the Directorate General of Civil Aviation (DGCA) regulations issued in September.
The new tender process will focus on key conditions such as the technical condition of helicopters, pilot experience, emergency preparedness, and weather monitoring. Authorities are also planning to optimise flight schedules and establish a robust monitoring system for the services.
UCADA CEO Ashish Chauhan stated that preparations are underway to invite new tenders to ensure safer and more efficient heli-services for the next Char Dham Yatra.
