A 5-year-old video of Patna-based educator and YouTuber Faisal Khan, popularly known as Khan Sir, has gone viral on social media now. The controversy began after Khan Sir delivered an incorrect lecture on the roles of Cabinet Minister, Minister of State, and Minister of State (independent charge). While explaining the difference between the three, Khan Sir made a glaring error. Netizens called him out with some terming his rise to fame during the COVID-19 pandemic due to the efforts of his strong PR team. Meanwhile, some said that there are many such videos of him imparting incorrect information to students and labelled him a “scam".
“Your name is Khan Sir, some people also call you a map expert, courses from becoming a railway gate man to an ambassador are sold in your coaching, your branding and PR were so tremendous that you became viral in the entire country during the corona period," reads the caption to the video shared on X (formerly known as Twitter).
It added, “Then according to you, you also got an offer of 107 crores, and the person who used to teach group D children suddenly started taking mock interviews of UPSC and BPSC."
“Today we have got a video of yours, in which you are explaining the difference between Cabinet Minister, Minister of State and Minister of State with Independent Charge, any child preparing for the government exam will call you a fool after watching this video," the caption further read.
In the old vide on his YouTube channel “Khan GS Research Centre", he explains the difference between Cabinet Minister, Minister of State and Minister of State (Independent Charge).
Khan Sir said, “A Minister of State can never make decisions independently. However, sometimes a situation arises where the Cabinet Minister is unavailable. In such cases, the burden of the Cabinet Minister’s responsibilities will temporarily shift to the Minister of State in that department. At this point, the Minister of State becomes the person in charge of the department. This is why, for a brief period, the Minister of State may be referred to as having Independent Charge."

“During this time, the Minister of State can make decisions independently. As soon as the Cabinet Minister returns, the Minister of State will no longer be referred to as having Independent Charge and will revert to being just a Minister of State. In other words, at any given time, there can only be either a Minister of State or a Minister of State with Independent Charge, not both. When the Cabinet Minister is present, the title will be ‘Minister of State’, and when the Cabinet Minister is absent, the title changes to ‘Minister of State (independent charge)," he added.
For those unversed, a Minister of State can make decisions independently within their assigned roles and responsibilities. However, they often need Cabinet-level approval for key policy decisions.
While a Cabinet Minister may delegate specific tasks to a Minister of State, it doesn’t automatically mean that all of their responsibilities are transferred to the MoS when they are unavailable.
Additionally, Minister of State and Minister of State with Independent Charge are distinct roles. A Minister of State with Independent Charge has the authority to independently manage a department and make decisions, similar to a Cabinet Minister, within the scope of their role. In contrast, a Minister of State works under the direct supervision of a Cabinet Minister. Since these are separate positions, both roles can exist at the same time.
