Indian States With The Best Education System: Centre's Performance Grading Index (PGI) is a phenomenon created by the Ministry of Education to assess the quality of school education in states and Union Territories (UTs) of India. The most recent PGI 2.0 report for 2022-23 and 2023-24 ranked school education systems on a 1,000-point scale, based on 73 indicators, which were categorised into six domains: learning outcomes, infrastructure, access, equity, governance, and teacher training. Additionally, PGI is currently focusing on bringing well-informed and researched policies to identify best practices and promote quality education across Indian states. Top 10 States With The Highest Centre’s School Education Performance Grading Index:
1. Chandigarh
Chandigarh is the top performer with 703/1,000 and is the only state that falls in Prachesta-1 bracket. The growing education system in Chandigarh is due to good infrastructure and mindful policies, all thanks to good interdepartmental coordination and teacher cooperation.
2. Punjab
Punjab is the second state on the list with flourishing education system in India. The state is performing well on learning achievements and infrastructure.
3. Delhi
Delhi is still one of the top-performing states when education is in context, all thanks to its growing infrastructure and policies. However, the national capital still needs to improve on learning achievements.
4. Gujarat
Gujarat is known for stable performance in the education sector, particularly in governance and access to education for all.

5. Odisha
Odisha is on the list as the south-Indian state is leading in the access category and providing school facilities even in far-flung places.
6. Kerala
Kerala is one of the best education systems in India, with its advantages of high literacy and strong public schooling.
7. Dadra and Nagar Haveli, Daman and Diu
The union territories, Dadra and Nagar Haveli, Daman and Diu, are also thriving in the education sector with their upgraded governance and student-oriented teaching system.
8. Haryana
Haryana is also significantly focusing on teacher training and online learning, which has placed it among the top states with the best education system in India.
9. Goa
Goa has showcased consistent performance in its education sector, all due to robust infrastructure and governance.
10. Andaman and Nicobar Islands:
Andaman and Nicobar Islands saw a sharp decline in the recent PGI cycle, with its score declining from 606.4 in 2022-23, which was falling under Prachesta-3 grade, to 562.9 in 2023-24 (Akanshi-1 grade). This fall is one of the biggest drops in all states and UTs in India. The fluctuation highlights the union territory’s problems in sustaining earlier gains in school education performance. However, the state remains committed to increasing access to education for all and updating its educational quality across its far-flung regions.
Key Insights About Centre’s School Education Performance Grading Index:
1. No state or UT have achieved the top four categories, which are Daksh, Utkarsh, Atti-Uttam, and Uttam. This statistic highlights the wide scope for improvement across the country.
2. Chandigarh owes its governance in the education department to effective leadership, teacher engagement and collaboration across all departments.
3. Punjab, Delhi and other high-performing states are thriving on good infrastructure. However, requires more focus and improvement in outcomes and equity.

Odisha stands out on the list of states with the best education system in India, with a very high level of access to education, leading the category at the national level.
Meghalaya is showing improvement in its education department, but still ranks at the bottom, which highlights the need of the moment, that is to bring more efforts and policies in the Northeast education sector.
Over the years, the gap between the scores of the best and worst-performing states in the Centre’s School Education Performance Grading Index is gradually decreasing, which highlights a significant overall improvement in the quality of school education across India.
The PGI 2.0 is an important tool for enabling states and UTs to adopt best practices and focus on significant improvements to deliver quality education to all Indian children.
