Chief Minister Yogi Adityanath has unveiled the “Viksit UP 2047” vision, highlighting women’s empowerment and trade growth as the twin pillars of Uttar Pradesh’s long-term development. The plan aims to transform the state into a self-reliant, industrially strong, and globally competitive economy by 2047.
Before 2017, Uttar Pradesh faced serious challenges. Rampant crime, mafia networks, and “gundaraj” severely affected women, entrepreneurs, and traders. Many young women were afraid to attend schools and colleges, while traders often paid protection money or left the state.
The unemployment rate stood at 6.2 per cent, the Labour Force Participation Rate (LFPR) was just 44.6 per cent, and female labour participation lagged at 13.5 per cent. Industrial activity stagnated, investors were hesitant, and factories were on the verge of closure.
Over the past eight and a half years, the Yogi government has implemented a zero-tolerance policy against crime, significantly improving law and order. Women’s safety increased, and industrial growth accelerated.
Key achievements include:
- LFPR rose from 44.6 per cent to 56.9 per cent
- Female labour participation jumped from 13.5 per cent to 34.5 per cent
- Unemployment dropped to 3 per cent
- 165 lakh jobs created in the MSME sector
- Industrial credit increased from Rs 3.54 trillion to Rs 9.24 trillion
- Investment proposals worth Rs 45 trillion signed, with Rs 15 trillion already implemented
The state’s industrial landscape has been strengthened through initiatives such as One District One Product (ODOP), with 77 products receiving GI tags. Registered factories increased from 14,169 to 27,295, and MSME units reached 96 lakh, the highest in the country. This has bolstered job creation and enhanced Uttar Pradesh’s identity in the global market.
Women’s empowerment is central to the vision. The government aims to increase the female labour participation rate to 50 per cent by 2030 and achieve parity with men by 2047. Steps include promoting STEM education, technical training, entrepreneurship, and enhancing adolescent welfare, nutrition, and health services. Hostels for female workers will be established in every city.
Uttar Pradesh plans to become India’s top state for manufacturing exports and FDI by 2047. Strategic sectors include aerospace, defence production, apparel, electric vehicles, and semiconductors, with a roadmap to include five state-based companies in the Fortune Global 500 list.
Future industry in the state will focus on sustainable development, with emphasis on ease of doing business, green manufacturing, infrastructure, technology adoption, and integrating MSMEs into the global value chain.

Under “Viksit UP 2047”, the state aims for a USD 6 trillion economy by 2047, requiring an average growth rate of 16 per cent from 2025 onwards. The GDP, currently at USD 353 billion, is projected to reach:
- USD 1 trillion by 2030
- USD 2 trillion by 2036
- USD 6 trillion by 2047
Per capita income is expected to reach Rs 26 lakh, with UP contributing 20 per cent to India’s total GDP.
