If you've ever found yourself stuck behind a slow-moving e-rickshaw or dodging one weaving through traffic, you're not alone. E-rickshaws, tempos, taxis, and e-carts have become a regular and sometimes chaotic part of city roads in Lucknow. But that's all about to change.

The Lucknow Municipal Corporation (LMC) has officially decided to bring these vehicles under strict regulation, putting an end to the free-for-all that’s been the norm until now.

According to a report by Jagran.com, the new rules will include designated routes, mandatory licenses, and even vehicle auctions for repeated violations.

These changes were approved during a council meeting held on Tuesday from 11 AM to 4 PM, where Mayor Sushma Kharkwal and Municipal Commissioner Gaurav Kumar announced the green light for the “Tempo-Taxi, E-Rickshaw, E-Cart, and Electric Goods Vehicle Regulation and Control Bylaws 2024.”

So, What’s Changing?

Until now, there were no formal rules for e-rickshaws and e-carts. They could operate pretty much anywhere from narrow city lanes to highways without clear guidelines. While the Transport Department did issue permits for tempos and taxis, the system lacked proper structure.

But from now on, all electric vehicles including e-rickshaws, tempos, taxis, e-carts, and electric goods carriers will have to follow strict municipal rules if they want to operate within city limits.

- Driver Age Limit: Must be between 18 and 60 years. Medical fitness reports will be required at the time of application to confirm the driver is free of infectious diseases.

- Designated Routes Only: Vehicles will only be allowed on pre-marked routes. Operating on restricted routes will result in fines and vehicle seizure.

- Mandatory Licensing: Operating a vehicle without a license issued by the municipal corporation will lead to fines and vehicle seizure.

Check Fees, Licensing Structure

Here’s what drivers and vehicle owners will need to pay annually:

Licenses will only be issued if the vehicle is in good working condition and meets approved size and safety standards.

Also, every driver must hold a valid driving certificate from the Regional Transport Office (RTO).

Check Penalties, Fines For Drivers

- For general rule violations: Rs 500 fine

- Continued violations: Rs 50 per day

- Driving without a license: Vehicle will be seized, and a fine of Rs 20 per day will be levied

- If unclaimed, the vehicle will be auctioned 15 days after a notice is sent by the Municipal Commissioner.

To manage traffic better, the city will also set up dedicated halting points for tempos, taxis, e-rickshaws, and e-carts especially on busy roads and intersections. This should help streamline movement and reduce random stoppages.
