The Uttar Pradesh government has enforced the Pension Entitlement and Validation Ordinance-2025, making personnel employed on a daily wage or contractual basis ineligible for pensions. The ordinance, effective retrospectively from April 1, 1961, states that only those appointed under the prescribed recruitment rules of departments will be entitled to pension benefits.
In an official order, Additional Chief Secretary (Finance) Deepak Kumar directed officials to process pension-related matters strictly in line with the new ordinance.
The government noted that several individuals were employed in departments and organisations without following the mandated recruitment process and were never regularised under service rules. Despite this, many had approached courts seeking pension benefits similar to regular government staff.
According to officials, over 7,000 such personnel have filed lawsuits demanding pensions. With the new ordinance in force, the government will now be able to present a stronger case in court against such claims.
