The Uttar Pradesh government has announced the establishment of Global Capability Centers (GCCs) in tier-2 cities such as Varanasi, Kanpur, and Prayagraj, alongside Noida and the National Capital Region (NCR), under its GCC Policy 2025. This initiative aims to boost economic activity across urban and rural areas and is expected to generate more than two lakh employment opportunities.

To promote youth self-reliance, the policy includes significant subsidies for internships, skill development, payroll support, and research and innovation. Interns undergoing a two-month (or longer) program in GCCs will be eligible for up to 50 per cent subsidy of their costs, capped at Rs 5,000 per month for a maximum of 50 students annually, over three years.

Skill development subsidies of up to Rs 50,000 per employee will be provided, while payroll subsidies of Rs 1.8 lakh annually for native employees and Rs 1.2 lakh for those from other states will be reimbursed—up to Rs 20 crore per unit each year for three years.

Under the Freshers Subsidy Scheme, companies hiring at least 30 graduates annually from Uttar Pradesh institutions will receive a subsidy of Rs 20,000 per fresher. Additionally, the government will fully reimburse the EPF contribution for women, SC/ST, transgender, and differently-abled employees.

To encourage research and innovation, grants up to Rs 10 crore will be offered for establishing Centers of Excellence. Startups will also receive support for activities like ideation, patent filing, and academic collaboration under the Uttar Pradesh Industrial Investment and Employment Promotion Policy 2022.

Microsoft has already laid the foundation for a 10,000-seat development center in Noida, while MAQ Software’s 3,000-seat engineering center is operational.
