The Uttar Pradesh Housing and Urban Planning Department has directed all development authorities and the Housing Development Council to implement the newly framed Building Construction and Development Bye-laws and Model Zoning Regulations–2025 without delay. City planners and engineers have been instructed to provide complete transparency and relief to building owners while adhering strictly to the provisions of the new regulations.

In a high-level meeting held on Thursday at Indira Gandhi Pratishthan, chaired by Principal Secretary P Guru Prasad, the new bye-laws were discussed extensively for nearly six hours. The meeting was attended by over 250 officials, including the Housing Commissioner, Vice Presidents of various authorities, Secretaries, city planners responsible for approving building maps, engineering officers, two junior engineers from each authority, and representatives from Awas Bandhu.

During the session, 16 chapters of the new bye-laws were presented in detail by experts from Delight Institute, which has studied building regulations across nine states. Principal Secretary Prasad, along with Chief Town and Village Planner Anil Kumar and Awas Bandhu Director Ravi Jain, explained the major changes and new provisions included in the 325-page document.

The new regulations have officially replaced the 17-year-old Building Construction Bye-laws 2008, Mitigation Bye-laws 2009, and 20 related government orders. Authorities were instructed not to make any modifications to the newly approved framework. If any ambiguity or conflict arises during implementation, it must be reported to the government.

In a key announcement, it was clarified that individuals who have already submitted building maps under the old regulations but wish to benefit from the provisions of the new bye-laws may resubmit their plans. Authorities were also instructed to ensure that building owners are not exploited in the process.

To facilitate understanding, all councils have been asked to organise meetings with local architects to brief them on the new regulations. A problem-solving committee has also been constituted under the Principal Secretary’s leadership to address concerns and provide clarifications.

The new bye-laws aim to streamline the building approval process, ensure uniformity across the state, and offer modernised, builder- and resident-friendly norms.
