The process of intra-district transfer and adjustment of teachers in primary and upper primary schools under the Basic Education Council is set to begin soon. The exercise will be carried out at the district level under the supervision of a specially constituted committee to ensure that no school remains without a teacher or with only one teacher.
According to the guidelines issued by Additional Chief Secretary Parth Sarthi Sen Sharma, teachers posted in schools with surplus staff will be shifted to institutions facing an acute shortage. The objective is to ensure that every school has at least two teachers available, preventing any disruption to children's education.

Schools with zero or single-teacher positions have been identified using U-DISE data. To oversee the transfer and adjustment process, each district will form a committee headed by the District Magistrate, with the Chief Development Officer and DIET Principal as members. The Basic Shiksha Adhikari will serve as the Member Secretary.
Teachers from rural areas will be adjusted within rural schools, while teachers posted in urban areas will be transferred within urban limits. In cases where a school becomes vacant due to promotions, transfers, or the sudden demise of a teacher, the district committee will immediately deploy a replacement.

Once the adjustments are completed, the Basic Shiksha Adhikari will update teachers’ details on the Manav Sampada portal.
The government aims to eliminate teacher shortages across the state and ensure quality education for every child. Districts have been directed to start implementing the new policy soon.
