Builders will no longer be allowed to levy arbitrary electricity charges on residents of multi-storey buildings. Under the new tariff order for 2025-26 issued by the Uttar Pradesh Electricity Regulatory Commission (UPERC), builders must provide flat owners with actual electricity bills and share copies with all residents. Generator and society maintenance fees can no longer be bundled with power bills.
According to the order, any builder or Residents’ Welfare Association (RWA) collecting unauthorised charges without issuing proper bills will be penalised. The first violation will attract a Rs 5,000 fine, the second Rs 10,000, and the third Rs 15,000. After three violations, the single-point connection system will be cancelled, and individual connections will be issued to all flat owners.
The regulator has also mandated transparency in billing. Builders and RWAs must share detailed electricity bill reports with residents every six months, covering April to September by November, and October to March by May.
Consumer Council president Avdhesh Verma said the tariff order clearly requires builders and associations to get their accounts audited by a chartered accountant and share the audit report with consumers within three months. They must also create an online portal to upload these reports for public access.

These measures aim to curb long-standing complaints of overcharging and non-transparent billing in high-rise residential societies.
