Dehradun Four-Lane Elevated Road Project Clears Key Stage With SIA Report; Rehabilitation Process Begins

The Social Impact Assessment (SIA) report for the proposed four-lane elevated road along the Rispana and Bindal rivers in Dehradun has been completed and made public. Prepared by the Special Land Acquisition Officer (SLO), the report has been displayed on the notice board of the Dehradun Municipal Corporation and uploaded on its official website for public review.

The project includes the construction of an elevated road from Rispana Bridge to Nagal Bridge and from Bindal Bridge on the Haridwar bypass to Malsi. Meanwhile, the Additional District Magistrate (ADM), Dehradun, has been appointed as the administrator to oversee the rehabilitation of affected people.

According to the report, most of the land along the banks of the Rispana and Bindal rivers within the municipal limits is recorded as government land, including land belonging to the Municipal Corporation. As a result, the district-level survey conducted through the District Magistrate has been made public to ensure transparency.

For the Rispana stretch from Rispana Bridge to Nagal Bridge, the proposed elevated road will pass through areas including Ajabpur Kalan, Dharampur, Dalanwala, Adhoiwala, Kandoli, Chidowali, Jakhan, Dhoran Khas, Kishanpur, Tarlangal and Dhakpatti. The report estimates a land requirement of 5.5 hectares for this route. The SIA survey for this stretch was conducted by a professor from Graphic Era University and finalised based on the recommendations of a team constituted by the District Magistrate under Rule Four.

The report states that most of the land for this route is recorded under Mauza Ajabpur Kalan and falls in the government category. It also identifies 12 species of trees and several kutcha and pucca structures located along the riverbank that fall within the project’s alignment.

For the Bindal route, from the Haridwar bypass bridge to Malsi, the acquisition of 13.77 hectares of land has been proposed. This stretch covers areas including Kargigrant, Brahmanwala, Dehra Khas, Niranjanpur, Kanwali, Chukhuwala, Dobhalwala, Hathibarkala, Vijaypur, Jakhan, Johri, Malsi, Pratitpur Santaur, Kishanpur and Dhakpatti. The SIA survey for this route was conducted by the Principal of SGRR and verified by a district-level team before submission.

While the report notes that most of the land along both rivers is classified under road, riverbank and river categories, it also highlights the presence of settlements along the riverbanks, including both temporary and permanent structures. This has created the need for large-scale rehabilitation.

In view of this, the administration and the Municipal Corporation have initiated the process of identifying land for the rehabilitation of affected families. Land for resettlement has already been identified at some locations. The overall responsibility for the rehabilitation process has been entrusted to the Additional District Magistrate, Dehradun.
