You will need powdered oats or oat flour, semolina, grated carrots, mustard seeds, cumin seeds, chana dal, urad dal, a pinch of asafoetida, green chili, curry leaves, coriander leaves, cooking oil, and baking soda.
Begin by heating oil in a pan, then add mustard seeds, cumin seeds, chana dal, urad dal, green chili, and curry leaves. Allow them to sizzle until the dals turn golden brown.
Next, add semolina into the pan and lightly roast it with the tempering, stirring continuously for about two to three minutes.
In a bowl, mix oat flour, the roasted semolina mixture, grated carrot, chopped coriander, hing, and salt. Combine thoroughly and make pourable batter. Let it rest for 10-15 minutes.
Just prior to steaming, add baking soda. Stir gently until bubbles begin to form.
Lightly grease the idli molds with oil and pour the batter into each mold. Steam in an idli cooker or steamer for 10-12 minutes over medium heat.
Once the idlis have cooled slightly, remove them from the molds. Serve with coconut chutney, mint chutney, or sambar.
