The United States could be headed toward one of its most consequential citizenship overhauls in decades. A new proposal by Republican Senator Bernie Moreno aims to abolish dual citizenship entirely, potentially forcing millions of Americans, including high-profile figures like Melania Trump and Barron Trump, to choose between their US citizenship and any foreign nationality they hold.
Moreno, who represents Ohio, is preparing to introduce the Exclusive Citizenship Act of 2025, a bill that would require all US citizens to hold “exclusive allegiance” to the United States. Anyone who currently holds or later acquires citizenship in another country would have to formally renounce one of them.
Moreno, who immigrated from Colombia and later renounced his Colombian citizenship, said in an interview with Fox News Digital,“One of the greatest honors of my life was when I became an American citizen at 18… It was an honor to pledge an Oath of Allegiance to the United States, and only to the United States.”
He added the bill is designed on a simple principle, “If you want to be an American, it’s all or nothing. It’s time to end dual citizenship for good.”
Part Of A Broader Trump-Era Push
The measure fits within the broader framework of the Trump administration’s intensified immigration agenda, which has included travel bans, stricter asylum rules, and enhanced scrutiny of green-card applicants. Ending dual citizenship has been floated before in US political circles, but no administration has ever moved seriously to dismantle the system.
If enacted, the legislation would declare that no individual may remain a US citizen while simultaneously holding citizenship of another country.
Millions Could Be Affected
One of the challenges is that the US government does not track dual citizens, and American law does not require disclosure of foreign citizenship.
The bill argues that dual citizenship creates “divided loyalties” and could undermine national security. The draft text states:
“To preserve the integrity of national citizenship, allegiance to the United States must be undivided.” Under the proposal, all dual citizens would have one year from the date the bill becomes law to renounce either their US citizenship or their foreign nationality.
Those who fail to comply would be “deemed to have voluntarily relinquished United States citizenship.”
