No Helmet, No Fuel Campaign: The Uttar Pradesh government is all set to launch its month-long road safety campaign on September 1 across the State. Promoted as 'No Helmet, No Fuel', the special campaign is aligned with the Yogi Adityanath-led State Government's directive issued on August 25. Under the campaign, two-wheeler riders not wearing helmets will be denied fuel at any petrol pump in the State. The initiative follows a surge in road accidents attributed to people not heeding road safety rules. 

No Helmet, No Fuel: Collaborative Approach

District magistrates, in coordination with road safety committees, will spearhead the campaign. Under their leadership, police, transport, revenue and district administration officials will come together to ensure riders adhere to helmet rules under the Motor Vehicles Act.

No Helmet, No Fuel: What The Helmet Law Says?

According to Section 129 of the Motor Vehicles Act, 1988, both riders and pillion passengers (aged four and above) must wear properly fastened ISI-marked helmets while using a two-wheeler. Section 194D, on the other hand, prescribes penalties for violations. Even the Supreme Court's Road Safety Committee has urged states to prioritise helmet compliance.

Moreover, Rajeev Kapur, President of the Two-Wheeler Helmet Manufacturers Association of India (2WHMA), has strongly welcomed the initiative, highlighting the need to address such public safety concerns. The President has long expressed concerns over the circulation of fake helmets, which he calls 'silent killers'. Cracking down on these, combined with awareness campaigns, is crucial, as up to 95 per cent of Rs 110 helmets in the market falsely carry the ISI mark and are unsafe, according to Kapur.
