No PUC No Fuel Means: The Delhi government has now announced that the No PUC No Fuel rule has been permanently implemented in the national capital. The rule was introduced in 2025 in an attempt to tackle rapidly increasing air pollution in Delhi. Notably, vehicular pollution is one of the major contributors to air pollution levels. Let’s take a look at what the No PUC No Fuel means and the penalty for non-adherence.
What Is No PUC No Fuel?
No PUC No Fuel is a policy that enforces no refuelling for vehicles without a valid PUC (Pollution Under Control) certificate. The policy directly integrates fuel dispensing to emission compliance. Notably, vehicles are checked for emissions every 6 months and issued a certificate, which is called a PUC. Fuel stations in Delhi have been equipped with ANPR cameras to detect vehicles without a valid PUC, and any such vehicle will not be allowed to be refuelled.

No PUC No Fuel: How It Works?
As mentioned above, the Delhi government has installed ANPR (automatic number plate recognition) cameras at the fuel stations in the state. Once a vehicle reaches a petrol pump, its number plate is detected by the ANPR and the information is shared in real-time with the petrol station staff, who then decline to refuel the vehicle.

No PUC No Fuel: Penalty & Affected Vehicles
Non-adherence to the No PUC no Fuel policy might attract a monetary penalty of up to Rs 10,000. Repeated violations of the No PUC No Fuel policy might also result in confiscation of the vehicle. Notably, this rule strictly applies to private and commercial ICE (Internal Combustion Engine) vehicles. Vehicle owners are advised to regularly check the validity of their PUC certificate and renew it before the expiry date.
