Bihar has taken a major step towards sustainable development with the approval of the New and Renewable Energy Policy 2025 by the state cabinet. The policy, aimed at boosting clean energy adoption, was formally announced by Energy Minister Bijendra Prasad Yadav on Tuesday. He said the policy will not only accelerate the state's renewable energy growth but also position Bihar as a national leader in green development.

The policy aligns with India’s broader climate goals, particularly the target of achieving net zero emissions by 2070, and will help the state meet the 43.33 per cent Renewable Purchase Obligation (RPO) as set by the Union Ministry of Power, Bihar Electricity Regulatory Commission, and the Central Electricity Authority over the next five years.

Key Targets and Provisions:

-Renewable Energy Generation Target: 23,968 MW

-Renewable Energy Storage Capacity Goal: 6.1 GWh

-Focus on advanced technologies such as green hydrogen, geothermal, pumped hydro storage, and grid-scale battery storage

The policy includes a range of incentives to attract private and public sector investments, such as:

-Exemption or relaxation in stamp duty, land conversion fees, and SGST

-Reduced transmission and wheeling charges

-Energy banking and green tariff mechanisms

-Deemed industry status for renewable energy projects

-Single-window clearance system

-Support for carbon credit trading and carbon pricing

It also introduces flexibility in project design, including relaxations on modular structure height, and simplified norms for setting up transmission/distribution infrastructure for grid connectivity.

Yadav stated that these provisions would make renewable energy project implementation faster and more economically viable, thereby encouraging private sector participation and increased investment across the state.

The policy is seen as a strategic move to support India's transition to clean energy, enhance energy security, and promote environmental sustainability while creating opportunities for green jobs and innovation in Bihar.
